SUMMARY OF CONCLUSIONS
The meeting gave preliminary consideration to the
study paper and annexes which had been circulated to parti-
cipants on April 30. It was agreed to hold a further
meeting in two weeks' time (May 18 at 3:00 P.M.) to consider
formal comments from the participating agencies and to
formulate recommendations to the SIG level.
The suggestion was made that the IG should give more
detailed consideration to possible near-term developments
such as a likely negative Ethiopian reaction to prospective
deliveries of defense equipment to Somalia or an intensifica-
tion of Sudanese-Ethiopian tensions including support for
border region insurgencies. It was agreed that these
situations would require careful management and that this
point could be profitably made in the IG papers.
There was extended discussion of the resources implica-
tions of the IG study, including the question of the adequacy
of recommended assistance levels to meet both the security and
economic problems identified as well as the possible conse-
quences of inability to obtain the necessary resources through

the budget process including Congressional action. Particular
attention was given to the need for grant MAP or highly con-
cessional FMS terms for the Horn countries and the serious
difficulty most would have in servicing debt on any credit
provided at commercial rates. It was noted that for
this reason all FMS projected in the study was intended to
be on the most concessional terms available. There was a
consensus that the proposed levels of assistance cannot
solve the entire security problem of the recipients but are
only one part of the overall U.S. strategy designed to
support the security of our friends in the Horn and protect
our interests. It was agreed that the final IG papers would
make clearer how the resource levels fit into this strategy
and how reduced levels exacerbated the risks in the region.
It was further agreed that it would be worthwhile for the IG
to review somewhat more thoroughly the possibilities of
assistance by the stronger regional states, especially Saudi
Arabia and Egypt.
JCS suggested that the order of battle information for
Ethiopia and Somalia now appended to the study package be
clarified.
ACTION ASSIGNMENTS
1. CIA is asked to work with DIA to review order of
battle information in Annex III and annotate as necessary to
indicate actual state of readiness of opposing forces along
Somali-Ethiopian border.
2. State will incorporate into study paper additional
comments addressed to points raised in this meeting.
3. State will prepare draft report to SIG for discus-
sion at May 18 meeting.
