SUBJECT: Middle East Arms Sales: Congressional Themes (C)
Congressional testimony and consultations on our Middle East
policy begin this week. In light of the decision to undertake a
comprehensive study of U.S. security interests and strategy in
the Middle East prior to final decisions on specific arms sales
and notification, it is very important for all Administration
witnesses to offer consistent statements on arms sales. This
interim period should be used to help individual Congressmen
avoid locking themselves into opposition. (C)

Lan9uage for Testimony on Middle East Security Issues
The United States continues to maintain cooperative
security relationships with all of our friends in the Middle
East -- Israel as well as moderate Arab states. Currently, the
Administration is reviewing possible arms sales to Saudi Arabia
and other Middle Eastern countries. Consideration of these
sales is taking place in the context of a comprehensive review
of American security interests and sLrategy in the area. This

1intensive review focuses on how our
arious programs in the
Isecurity field complement our effort in the Middle East peace
process and achievement of general stability in the region.
