I share the assessment in your 19 June memorandum that this Administration has an obligation to provide a legacy of improved prospects for peace, democracy, and economic progress in Central America. 2. Instability saps the focus and resources of the region's governments and makes the climate for policy reform more difficult. For our part, the Agency will continue to do all in its power to contribute to improving the security situation. 3. The key to future economic growth is a vital private sector functioning in a hospitable policy environment. Official assistance must be employed to leverage private funds. We will continue to assess business and economic conditions in the region, with a view toward detecting new developments and opportunities and monitoring the effect of Administration initiatives.
