SUBJECT: Central American Economic Development
Our recent discussion on Central American economic development
underscored the scope and magnitude of the problems
confronting us as we seek to improve regional security and
economic prospects. I was encouraged by the range of
imaginative ideas suggested at the meeting and urge each of
you to give further thought to practical areas of assistance
which your departments might be able to undertake within
existing budget constraints.
We have an important obligation to ensure that one of the
legacies of this Administration is improved prospects for
peace, democracy and economic progress for the people of
Central America. I ask all of you to help in this task.
Please let me have your comments before the end of June.

SUBJECT: Memorandum to the President re
Central American Economic Development
1. The attached memorandum to President Reagan is for your
signature. It responds to his memorandum of 19 June asking for ideas to
improve the economic situation in Central America.
2. In addition to our efforts on area security, I think we can
contribute by monitoring closely business conditions in the area by
periodically convening key U.S. business executives whose firms have
125X1 operations there. Should you agree to this, I will get
suggestions for persons who would be useful in establishing such a
high-level monitoring group.

SUBJECT: Central American Economic Development
1. I share the assessment in your 19 June memorandum that this
Administration has an obligation to provide a legacy of improved
prospects for peace, democracy, and economic progress in Central America.
2. Instability saps the focus and resources of the region's
governments and makes the climate for policy reform more difficult. For
our part, the Agency will continue to do all in its power to contribute
to improving the security situation.
3. The key to future economic growth is a vital private sector
functioning in a hospitable policy environment. Official assistance must
be employed to leverage private funds. We will continue to assess
business and economic conditions in the region, with a view toward
detecting new developments and opportunities and monitoring the effect of
Administration initiatives.
