Thank you for your letter of 27 July 1984 alerting us to
the difficulties minority contractors are experiencing in
their efforts to participate in the Central Intelligence
Agency Headquarters Expansion Project. I am aware that on
the first two contracts, the contractors have not yet filed
their minority participation plans. The third contract,
covering the major building construction, has not yet been
put out for bid.
Since the General Services Administration (GSA) is the
contracting agency for our expansion project, and therefore
is responsible for all aspects of those contracts, I am
forwarding your letter to the Acting Administrator of GSA for
his direct response.
Please be assured that I am sympathetic to your concerns,
and hope that this project will provide many opportunities
for minority participation.
