As you know, Public Law 95-507 calls for minority businesses to share in federal contracts, and specific goals are to be met to ensure compliance. To date, I have no evidence of a plan to include minority contractors in the third and largest phase of the project. I am especially eager to know what plans are being made, because we wish to avoid duplicating the failures of the first two phases which resulted in an extremely low minority business partici- pation level. I would be most appreciative if you could respond to these concerns as quickly as possible.
