Enclosed is a copy of my Annual Report to the Congress on the Intelligence
Community for calendar year 1983. This is the seventh such report prepared
for Congress as required by Senate Resolution 400 and House Resolution 658.
This year's report is different from those of the recent past both in
terms of form and content. As in my letter to you, I wanted to provide
Congress with a comprehensive review of the success the Community has had in
rebuilding its capabilities with Congressional support. To do this theme
justice, I have had to summarize the activities of the past three to five
years, and do it in one comprehensive document. I believe that Congress will
come away from reading the report with a better appreciation of how the
Community functions as an effective, highly integrated system.
I believe this report will provide the Congress with a fuller
understanding and appreciation of the broad diversity of challenges that the
Intelligence Community has had to confront. It also provides a view of the
future technical and substantive challenges the Community must be prepared to
face. This will be possible only with continued Congressional support.
