MEMORANDUM FOR: Director, Office of Legislative Liaison
FROM: Robert M. Gates
Deputy Director for Intelligence
SUBJECT: DI Research Program for 1984
1. Attached is the Directorate of Intelligence Research Program for
1984. It is similar in approach to the programs of the past two years.
2. This program covers only the first nine months of 1984. We will
shift to a fiscal year planning basis this October, so that we can better
integrate our internal planning effort with our external contracting and the
planning cycle of other Intelligence Community elements.
3. While you may not have time to read this entire program, I urge you
at least to leaf through it, particularly those sections on issues and
problems of particular interest to you. I would value any comments you have
on this program, both on specific research issues and on the overall direction
of our efforts. DI office and division chiefs will be getting in touch with
appropriate counterparts in other CIA components to discuss the program in
greater detail.
