Herewith, per your agreement with ~is a draft
of a joint Secretary of Defense/DCI letter concerning the
Export Administration Bill. This letter represents only a
CIA staff recommendation and has not yet been reviewed by
either the DCI or the Secretary of .Defense. I know that
the DCI has vie*as on this subject, but the matter has not
yet been discussed with him, therefore, it is important
that you treat this draft only as staff work because the
DCI's personal views may differ.
In the meantime, I welcome the recommendations of
ONiB which we will factor in as we present the letter to
:Y~~ the DCI.
