Drafted:H:JForbes/H:IMyers:daj 7/26/84:x28728 ARA-759 Approved For Release 2008/08/27: CIA-RDP90B01370R000200330005-9 Approved For Release 2008/08/27: CIA-RDP90B01370R000200330005-9 TALKING POINTS ON FOREIGN ASSISTANCE Omnibus Supplemental -- The Administration's highest legislative priority as Fiscal Year 1984 draws to a close is passage of the FY-84 Regular (Omnibus) Supplemental, which contains urgently needed economic and military assistance to support U.S. interests, and those of our friends, in Central America. -- Prompt action on the Supplemental is essential as we are at the crossroads in our efforts to preserve democracy and prevent further communist expansion in the Central America region. Foreign Assistance Authorization Bill -- Prompt Senate passage of the FY-85 Foreign Assistance Authorization Bill, including the Mathias Amendment authorizing the Jackson Plan for Central America, is also a top priority. -- Our Central America requests, as you know, are consistent with the findings of the bipartisan Kissinger Commission on Central America. Enactment of the Jackson Plan would provide the basis in law for achieving long-term security, political stability and economic growth in the region. -- In addition to the Mathias Amendment, we will also be supporting an effort to revise the SFRC-recommended conditions on security assistance to Turkey so that the bill is supportive of a political solution of the Cyprus problem without undermining our NATO security assistance relationship with Turkey. -- In a turbulent, constantly changing world, we must have adequate, well-balanced bilateral and multilateral programs of development, humanitarian and military assistance to support U.S. security interests and the well-being of our friends and allies around the world. -- The FY-85 Authorization Bill as passed, by the House is a constructive piece of legislation. Senate passage of the Authorization Bill would set the stage for the first Foreign Assistance Authorization Bill in three years.
