Despite certain seriously objectionable provisions in thi
continuing resolution, I have decided that signing this b L11 is
in the interests of our nation. Although the adverse
implications of some sections of the bi 1 are severe, ove all
this legislation accomplishes major goa.s established by his
Administration.
The enrolled legislation is the cu~mination of months of
negotiation, providing funds for e.ght of the thirtetn
regular appropriation bills. It p ovides most of wh t I
asked for in the way of funding le els.
A major piece of crime legislation which incorporate
provisions introduced by my Admini tration to improv our
ability to combat terrorism and protect our people ad
facilities overseas is included.
In addition, the continual threat o veto a bill tha
included funding for construction of new water-proje is in
the absence of cost-sharing and us r fee legislation
persuaded the Congress to delete t ese provisions fr m the
bill.

President. Section 535 of the Foreign assistance and Rel ted

Programs Appropriations Act 1985, whichlis part of H.J. R is. 648,
provides that no employee of or individual acting on beha f of
the United States Government shall reco?nize or negotiate with
the Palestine Liberation Organization or representation t ereof
until certain conditions are met. By now it should be cl ar that
U.S. policy is not to recognize or negotiate with the Pal stine
Liberation organization so long as that organization does not
recognize Israel's right to exist and does not accept Uni ed
Nations Security Council Resolution 242 and 338. This
Administration reaffirms that policy and welcomes Congres ional
support for it. I am compelled, however, not to accept a y
Congressional efforts to impose legislation restrictions 'n this
area, which, under sections 2 and 3 of Artile II of the
Constitution, is reserved exclusively to the President. will,
therefore, consider section 535 of constitute a non-binding
expression of Congressional support for our policy.
The most seriously flawed portion of the bill is that section

which unduly restricts the ability of this govetsnment to support
the democratic resistance forces in Nicaragua. This nation must
retain a full range of. capabilities to combat externally'
supported communism on-the mainland of'this hemisphere. Indeed,
twenty-three years ago the congress oflthe United States enjoined
President Kennedy that he was obligates} to protect us, aid our
friends, against Cuban-sponsored subveision in this hemisphere.

Today, the struggling democracies of Costa Rica, Hondura
and
El Salvador are being threatened by Soviet bloc and
Cuban-supported Sandinistas who are bent on exporting th it
revolution and denying the people of Nicaragua the basic freedoms
of expression, religion, and election we take for grante . This
bill unilaterally relieves for five months the single mo t
effective instrument of pressure available to cause the
Sandinistas to moderate their behavior.
The legislative record reflects that this portion of the bill
could be misinterpreted by some to indicate that we coul be
constrained from exercising our obligations under the Ri Treaty.
The wording of this section of the bill sufficiently and rmines
our security and creates such grave security risks to ou
national security and credibility that I will seriously
recalling the Congress immediately after the election so
they may remedy this situation. I am signing this resol
only because I have every expectation that shortly after
