SUBJECT: Allocation of Resources Made Available by
Salvadoran Verdict in the Churchwomen's Case (U)
The May 24, 1984 verdict in the trial of the five Salvadoran
National Guardsmen fulfills the conditions imposed by the
Congress (Long/Specter Amendment) on the release of the remaining
FY-84 Salvadoran security assistance resources. Given the
continued delay in approving our $62.7M emergency FY-84
supplemental request, we should proceed now with obligating the-
assistance funds to meet existing requirements. Our staffs have
agreed that these funds should not be used to repay the debts
incurred through the exercise of the President's authorities
under Section 21(d) of the Arms Export Control Act (AECA). Prompt

Department of State and the NSC a listing of how the $19M
will be allocated.

In order that this allocation proceed expeditiously, the
following actions should be taken by May 29: (C)
The Department of State, in coordination with the Department
of Defense, should provide to the white House: (C)
a plan for Congressional consultation on this matter,
and
a public affairs statement and contingency questions
and answers to be used by State, DOD. and White House
press spokesmen.

In consulting on and announcing this $19M allocation, we should
use the opportunity to emphasize the linkage between the military
situation in El Salvador and the Nicaraguan support provided to
the FRD/FMLN. We should also note the necessity of this
assistance given the expectation of an offensive in the fall.
These points, in turn, should be aimed at helping our case for
the $21M we have requested to support the Nicaraguan Democratic
Opposition Forces. (C)
