Dear Mr. Murphy:
I am writing to confirm arrangements I discussed with
your staff for Douglas L. Adkins, a staff member of the
Office of Technology Assessment (OTA), to read the
International Economic and Energy Weekly (IEEW) which is
delivered to your office. We have agreed to OTA's request
that Mr. Adkins, who holds a Top Secret clearance, be given
access to the IEEW on a regular basis until further notice.
Mr. Adkins has agreed not to take notes and not to cite the
IEEW as a source in reports he prepares for Congress.
We will inform Mr. Adkins that he should telephone your
staff to set a mutually convenient time to read the IEEW in
S-406. Mr. Adkins is not entitled to read any other CIA
publications.
Please let us know if this arrangement is not
satisfactory or if any problems arise. Thank you for your
cooperation.

International Economic and Energy Weekly (IEEW) in the
office of Mr. George Murphy, Director of the Office of
Classified National Security Information, Room S-406 of the
Capitol. Mr. Adkins should telphone that office (224-5632)
to arrange a mutually convenient time for reading the IEEW
in 5-406.
We ask that you inform our office should Mr. Adkins'
official responsibilities change making his access to the
IEEW no longer justified. If any problems arise, please let
me know.

I would like to request access to the CIA publication "International
Economic and Energy Weekly" for Douglas L. Adkins, Senior Analyst in the
International Security and Commerce Program of OTA. He needs the publication
for use in his work as an international economist in several projects and areas
of responsibility.
He is responsible for writing reports, preparing and giving testimony to
Congressional committees, and briefing members of Congress and Congressional
staff in the following areas: (1) international telecommunications regulation
and trade, including U.S. participation in such international organizations as
ITU, INTELSAT, and COPUOS, (2) countertrade with East Bloc and developing
countries, (3) OECD trade with the Middle East,' including forecasting Middle
East petroleum exports, and (4) U.S. international trade, multilateral and
bilateral trade negotiations, and other areas in the international economy
involved in OTA work for Congress.
In many of these areas, timely and accurate information, particularly
involving sensitive subject matter currently under negotiation with other
countries, cannot be obtained from other sources.
