C. 20505 23 March 1984 The Honorable Jack Brooks Chairman, Legislation and National Security Subcommittee Committee on Government Operations U.S. House of Representatives Washington, D.C. 20515 This letter is in response to your recent request for comments on the General Accounting Office report entitled "National Security Implications of Commercializing Landsat and Weather Satellites." We find that the report effectively reflects Intelligence Community concerns relative to the potential impact on the national security of private sector operation of the satellites. Our principal concerns are that any such transfer to the private sector should provide for: ? Federal Government control of imaging system operations during tension or crisis periods so as to preclude information of intelligence or military advantage being collected for, and being made available to, actual or potential hostile forces. ? Federal Government priorities for any imagery collection operations that might be needed to support current or future national security requirements ? Procedures to control the orderly sharin of technology among military and civilian organizations. I appreciate the opportunity to express my views on this important matter.
