The Soviet SS-NX-21 land-attack sea-launched cruise missile is similar in some respects to the US Tomahawk. We judge that the SS-NX-21 has not yet been deployed. 2. The latest National Intelligence Estimate to address the SS-NX-21 program was NIE 11-3/8-83, dated 6 March 1984 (Volume II, Chapter III, paragraphs 102-106). 3.
