SUBJECT: House Intelligence Committee/Narcotics
A House Intelligence Committee staffer recently asked for a
briefing on narcotics. OLL referred the request to OGI and me.
I recognize your preference that the DDI handle staffers,
but in this instance I believe we will be better served by
giving two separate briefings:
OGI to brief on CIA
NIO to brief at another time on Community
activities.
The reason is that on further inquiry it develops that the
staffer in question is starting from scratch on narcotics, is
using the generally negative CIPC report for data and has
visited DEA, Customs, Coast Guard and perhaps elsewhere asking
questions about coordination within the Community. If you
agree, I'll draw from your SSCI testimony in trying to show
Community progress in a positive fashion.
