The end of the 98th Congress also marks the end of your
service as Member and Chairman of the House Permanent Select
Committee on Intelligence. This Committee, created in July of
1977, has benefited from your presence and your leadership
from its inception, and you leave behind an organization which
is a strong and necessary link between the Legislative and
Executive Branches of our Government; and one which is based
on bipartisan support for a superior U. S intelligence
function. .
Intelligence oversight in a democracy such as ours is
neither an easy or a popular task. For six years you have led
the Committee with wisdom, courage and a sense of duty that
exemplifies the finest in leadership. In doing so you have
performed a great service to the nation without public
acknowledgment or praise. On behalf of the entire
Intelligence Community and the nation, thank you for a
difficult task well done.

As this Congress draws to a close, your illustrious career
as a Member of Congress and as a charter Member and ranking
minority member of the House Permanent Select Committee on
Intelligence is also coming to an end. Your fourteen years of
service to the nation and to the State of Virginia are
exemplified by the six years of service and leadership you
have given to the development and growth of this Committee
which plays a vital role in the management of the U.S.
intelligence function.
Intelligence oversight is neither an easy or a popular
task. It can only succeed when people are willing to put
aside partisan political causes for the greater good of the
country. Your example in this regard, along with your wisdom
and dedication, sets a high standard for those who follow
you. The nation may never fully appreciate all that your
service on the HPSCI has meant to the security of the United
States. Please be assured that the Intelligence Community and
the President of the United States do appreciate your
efforts. Thank you for a tough job well done. Best wishes
for the future.
