Dear Madam Chairman:
Thank you for your letter of November 8, 1984, inviting
me to participate in the upcoming Western Hemisphere
Conference on Narcotics Control.
As you know, the Intelligence Community continues to
provide foreign intelligence support to narcotics control
policy initiatives and Federal law enforcement activities
called for in the international narcotics control strategy.
I have reviewed the Community's ongoing efforts and relevant
findings based on its past work on the narcotics problem. I
find that these must remain classified, and I'm sure you
would agree that we should avoid discussing them in an open
forum such as the conference. As a result, I must
respectfully decline your kind invitation.
Please be assured of the Intelligence Community's
continued support for the efforts of the Drug Enforcement
Caucus.
