CHIEF COUNSEL TO THE MINORITY MUTIYE LIAISON 84-3741/1 Dear Mr. Briggs: The Minority staff of the Permanent Subcommittee on Investigations is conducting a preliminary inquiry concerning the efficiency and effectiveness of the Government's personnel security program. In this regard, the Subcommittee staff will be examining the policies and procedures used by the Executive Branch agencies in their background investigations, their adjudication operations, as well as their ability to monitor personnel who have security clearances. It is our understanding that the Central Intelligence Agency, unlike most of the Executive Branch agencies, does not utilize the services of the Defense Investigative Service or the Office of Personnel Management in its personnel security operations. Therefore, it is requested that members of the Minority staff meet with the appropriate officials at the CIA to discuss the Agency's personnel security operations. Your cooperation in this matter will be greatly appreciated.
