Dear Mr. Briggs:
The Permanent Subcommittee on Investigations is conducting a
preliminary inquiry into the efficiency and effectiveness of the
Executive Branch in determining the suitability of government and
contract employees to work in national security activities.

discuss the Agency's personnel security operations. During that meeting
the staff was advised that the CIA forms a task force which evaluates
the circumstances surrounding all recent significant espionage cases.
In that regard, it is requested that representatives of these task
forces meet with members of the Minority staff to discuss any findings
and recommendations relating to deficiencies, problems or other matters
that pertain to personnel security.
The Subcommittee also has an interest in interviewing a former
member of a hostile intelligence agency who has defected to the United
States. This particular individual was referred to ac

It is understood that much of the information relating to these
espionage cases is of the highest sensitivity, therefore, it is not the
intent of the Subcommittee to delve into such issues. However, the
Subcommittee has oversight jurisdiction concerning government operations
of national security matters and in that regard we wish to examine any
documentation relating to personnel security.
