Per your reference, the Office of Legislative Liaison
reviewed the subject Headquarters Notice (HN) for potential
impact on legislative activities and has determined it has no
comments or objections in this regard. We do note that the
contractor appeal process envisioned in this HN could require,
as a matter of due process, that this HN be published or
otherwise made available to affected parties. However, we
defer to the Office of General Counsel on this issue,
