SUBJECT: Testimony on H.R. 4681
1. Attached for your review is the proposed testimony of
the Department of Defense on H.R. 4681, the Federal Polygraph
Limitation and Anti-Censorship Act of 1984. This testimony
will be delivered at the 29 February hearing scheduled before
Representative Schroeder's House Subcommittee on Civil Service,
at which hearing Richard Willard also will be providing the
testimony you reviewed last week.
2. The Office of Management and Budget has requested our
comments on the attached testimony by COB today. I apologize
for this short deadline, but we did not receive this testimony
until earlier this morning. I would appreciate receiving your
comments as soon as possible today.
