Dear Mr. Barnes: About a year ago, you did a favor for me. An inquiry to the CIA was involved. I think that you would want to know that the CIA was guilty of misrepresentation in its answer to you. The case inynlyad the dissertation (Ph.D) of a retired CIA man, had STAT died and entrusted completion of his manuscript , -after which it was submitted to the CIA for clearance. When months had passed and no answer could be obtained from the CIA, I requested that your office contact CIA and get an answer. You did this and shortly thereafter you wrote to tell me that the CIA had assured you there was no problem, thot the ms. was cleared, and that it had been turned over to wife for transfer to The American UniversitSTAT A few months later, the chairman of the committee at American University, wrote me 'the dissertation was "professionally executed" and ::A~would receive a STAT posthumous degree. ,U, Nil' Afkt L U. H;%KI'4 STAT I thought the matter was finished and only by accident--a month or so ago--discovered t the degree was never awarded. On inquiry, I learned that as STAT not awarded his degree because THERE WERE TEN SING FROM THE DISSERTATION, AND THESE 1'EN PAGES CONSISTED OF ALL THE MAPS! The CIA had deleted the maps from the dissertation. They had not mentioned this to you. They did not even tell the committee or me about this. They also kept the original of the manuscript and returned a copy. It is impossible that the CIA did not know that excision of the maps, and replacement of the original with a copy (to which other changes may have been made) would eliminate any possibility of conferring a degree.
