As you may know, on 3 July my Division hosted Ms. Marcia
Smith from the Congressional Research Service, along with
Rad Byerly and Ms. Janey Wright from the House Foreign
Mr
.
Affairs Committee. The briefings were set up by 25X1
We had a two hour and forty minute session covering Soviet
manned space activities and Soviet weapons in space
programs.
I just wanted you to be aware of a concern I have that
may have whetted the appetites of these three people. Toward
the end of the session (after had to leave for a 25X1
dental appointment) the discussion range rather far afield
of the planned agenda. We got off into areas of possible
arms control agreements and our verification capabilities,
and also the utility and viability of possible US systems
under the Strategic Defense Initiative. As well, Ms. Wright
wanted to get the name and phone number of one of the briefers
and also copies of what we have written up on our monitoring
capabilities for potential space arms control agreements. I
quickly jumped in to point out that all such requests and
contacts must come into your staff. But I want you to know
that I feel somewhat on my own here without any policy
guidance on how forthcoming we should be. I did express
a cooperative intent with the visitors, while standing firm
that requests for future briefings and written material 25X1
must come in through appropriate channels.
