Adkins, Senior Analyst in the International Security and Commerce Program of OTA. He needs the publication for use in his work as an international economist in several projects and areas of responsibility. He is responsible for writing reports, preparing and giving testimony to Congressional committees, and briefing members of Congress and Congressional staff in the following areas: (1) international telecommunications regulation and trade, including U.S. participation in such international organizations as ITU, INTELSAT, and COPUOS, (2) countertrade with East Bloc and developing countries, (3) OECD trade with the Middle East,' including forecasting Middle East petroleum exports, and (4) U.S. international trade, multilateral and bilateral trade negotiations, and other areas in the international economy involved in OTA work for Congress. In many of these areas, timely and accurate information, particularly involving sensitive subject matter currently under negotiation with other countries, cannot be obtained from other sources.
