On 10, October,) De ut Director, Personnel Security and Investigations and Chairman DCI Security Committee, Intelligence Community Staff briefed two investigators on the Permanent Subcommittee on Investigations, Committee on Governmental Affairs. 2. The investigators, Glenn Fry and Fred Asselin, work for Senator Sam Nunn (D., GA) on the Minority staff. The staff is conducting a preliminary inquiry concerning the efficiency and effectiveness of Federal personnel security programs. They plan to hold an open hearing on this subject in CY 1985. ,~+ 3. The focus of the briefing was the Agency's personnel security program, the use of the polygraph and the Agency's strict adjudication standards. The topics included background investigations for staff applications and contractors, the reinvestigation program, the Applicant Review Panel, security disapproval and suitability factors. 4. At the request of the staffers, only unclassified information was presented. The staffers were very satisfied with the briefing and highly complementary of the Agency's security program. They stated that they would like to find a way for other government agencies to benefit from the Agency's experience because the other security programs are ineffective=. Asselin requested an unclassified report on the AQencv's personnel security program. It was concluded that the Agency could informally assist the Subcommittee, and would not testify or submit written testimony. No follow-up actions were specified.
