SUBJECT: Briefing for Leon Fuerth, House Permanent Select
Committee on Intelligence (HPSCI) Staff Member on
Soviet Weapons Issues
1. On 25 October 1984, HPSCI staff member Leon Fuerth
was briefed at Headquarters on two issues at his request.
The first related to an article that appeared in the
Washington Times on 18 October 1984 by John Holmes entitled
"Jane's Reports SALT Violations by Soviets." Mr. Fuerth
questioned the validity of the article's contention that the
Soviets are deploying the SS-25 in Eastern Europe. The
Directorate of Intelligence/Office of Soviet Analysis
briefers from the Offensive Forces Branch of the Strategic
Forces Division were and
They explained that the article was one of a
spate of recent press items that were largely inaccurate and
combined fact with fiction. They suggested that Soviet
dismantlement of some SS-20 deployments may have contributed
to the hypothesis in the article. The conversation also
covered the status of
Mr. Fuerth was interested in a general update o
current Soviet ICBC systems, force levels, and deployments
and asked a number of questions in addition to supplying
information about the US minuteman program. The 45-minute
session ended with Mr. Fuerth's request that he be informed
when a research paper by is ready for

Mr. Fuerth did not pursue the
question of verifiability of a comprehensive test ban
treaty as he had earlier indicated he would. In departing
the briefing, he said that the new HPSCI chairman, Rep. Lee
Hamilton (D., IN) was interested in the test ban issue and
it was likely to be of greater interest to HPSCI in the
coming year. Mr. Fuerth's briefing notes were stamped
