MEMORANDUM FOR: Deputy Director of Central Intelligence

SUBJECT: Approval to Prepare Agency Seal Medallions and
Other Gifts for Full-Term HPSCI Members
1. You have already approved an Agency Seal Medallion to
be given to Chairman Boland who is retiring from HPSCI having
served the six-year maximum permitted by H. Res. 658. We now
ask that you formalize approval, as discussed, for preparation
of medallions for Representatives Romano Mazzoli, Norman
Mineta, Wyche Fowler, G. William Whitehurst, and Bill Young,
all of whom are also leaving the Committee after six years of
service.
2. In addition, we ask approval to present Agency three-
color seals to Chairman Boland and Ranking Minority Member Ken
Robinson (who already has a medallion).
3. This covers all of the Members leaving HPSCI at this
time except Representative Albert Gore who will have served
four years by the time the next'Congress convenes. Mr. Gore
is leaving the Committee as a matter of choice to run for the
Senate. We do not think it is necessary or appropriate to
make a special recognition presentation to him.
4. In addition to the medals and seals, we are preparing
an album of pictures of Agency scenes for each Member who has
reached maximum service. We will prepare a similar memorandum
on the SSCI after 1 December when the Senate reorganizes its
Committees.
