C/CI would like the following to be passed informally to an
appropriate member of the HPSCI staff who is familiar with the
joint Senate/House conference on the FY 1985 budget authorization.
"During a recent visit to one of our major overseas stations,
SSCI staff member Codevilla said that the new intelligence author-
ization bill requires CI specialists in all stati,:?.s. Codevilla
said that the bill was precisely set up to put an outsider in to
look at operations, a career CI man who would report through the
Chief of Station to Headquarters on a given operation and, being.
independent of the branch structure, would use a special CI channel.
Headquarters would then decide if a given operation was good or not based
on the two sides. Codevilla said the CI section could be one man or a
group of men, and that the air of the bill was to stop the lapses in
security that lead to operations being discovered and then""manipulated'
against us--the 'quiet disasters'."
(Note: The classified annex to the FY 85 authorizati n bill ha been
carefully reviewed ane there is no language wnatso-ver that
is like what Codevilla claimed.)
