As you recall, Andy Feinstein, Staff Director for the
Subcommittee on Civil Service of the House Post Office and
Civil Service Committee requested that we declassify and
release a transcript of the testimony given by CIA and NSA on
7 February 1984 before that Subcommittee. Several weeks ago,
Mr. Feinstein reviewed the testimony with me and we agreed to
remove certain classified information contained in the
transcript. Where possible, a generic description of the
material deleted was made available. This sanitized transcript
was then sent to the Directorate of Operations (DO) for their
review to ensure no classified information remained. Their
review has now been completed, and they have concurred in the
release of the sanitized transcript.
The DO review did not cover NSA originated information
contained in the transcript. I therefore am requesting that
appropriate officials with the NSA review the transcript to
determine whether the NSA information, as sanitized, is
releasable. The NSA originated information can be found on
pages 35-47, 62-63. You might recall that we went through a
similar exercise several months ago over this very same
transcript (Tab A). At that time, we decided to delete a great
deal of information. When Mr. Feinstein in effect appealed
this initial decision, we agreed to take another look at our
initial classification decisions and whether we could provide a
generic description for the material deleted. In the case of
specific NSA examples, it seems to me it would be difficult to
sanitize then while still leaving enough information to make
the example meaningful. However, I welcome any-suggestion you
may have as to how this may be accomplished. For your
information, I am also enclosing a copy of the pages of the
transcript that were sanitized as a result of the initial NSA
review (Tab B).
