Assistant Secretary of State for International
Organization Affairs, Gregory Newell, suggested that you
would be interested in our analysis of possible Soviet
responses to a U.S. withdrawal from the United Nations
Educational, Scientific, and Cultural Organization
(UNESCO). This analysis was completed in early November
1984 but its essential elements have not changed in the
intervening weeks.
