SUBJECT: Proposed Legislative Program For The First
Session Of The 99th Congress

-~ttached for inclusion in the NFIP package being submitted
to OMB is a revised Intelligence Community Legislative Program
for the first session of the 99th Congress. The fiscal year
1985 Intelligence Authorization Act and the Continuing
Resolution both were passed following our 5 October 1984
submission to you on this subject. The passage of these two
pieces of legislation has required the deletion of certain
items contained in our earlier draft of the program. In
addition, OGC has provided us with an additional item (99/1-14)
addressing the Agency's authority to deal with security
problems in the drug and alcohol abuse area which has been
included in the program.
