SUBJECT: Supplemental Sensitive Annexes to
Congressional Budgets
1. Each year since the SSCI request in March 1977, we have
provided our two oversight Committees with a Supplemental
Sensitive Annex to our Congressional Budget submission covering
our covert action activities in considerable detail. The
Appropriations Committees were added to the distribution of the
FY 1983 annex at their request. Because of the sensitive
nature of the information contained in the book, the annex was
provided the Committees subject to the condition that a log be
kept of all personnel having access to the material and that
the annex be returned when no longer necessary for their review
of the current submission. To date, we have not received any
of these books or the list of personnel having access.
2. As you know, we have a continuing concern over the
amount of sensitive information being provided to various
offices outside the Agency. Annexes prior to the fiscal year
immediately preceding the current fiscal year no longer serve a
useful purpose and we ask you to request the Oversight
Committees to return annexes provided for FY 1978 - FY 1983
before delivery of the FY 1986 submission in mid-January 1985.
