MEMORANDUM FOR THE RECORD:
SUBJECT: CIA Annexes to Budget Submissions Held by HPSCI
1 Duane Andrews phoned me on 18 December at 1400 hours.
His sinuses were bothering him. He also wanted to tell me
that he is actively using for background and comparative
analysis our "old" annexes to congressional budget
submissions. These are sensitive and go back to about fiscal
year 77. Duane explained that he really needed them, did
not doubt that we had orally agreed that they would return
them to us, and Duane promised that indeed they would be
returned when no longer in use.
2 He said that he had discussed this matter with the
comptroller, who posed no objection to the Committee keeping
the annexes for as long as they were needed and really in
use. I told Duane that I would pass the word up along my
line and, that unless he were to hear differently from me, we
would follow Danny's lead. Quite frankly, I believe it will
make precious little difference to make a fuss about this.
They are determined to keep these annexes and, while Mike
O'Neil was rather preemptory in his remarks, Duane took the
time and patience to explain a real need. Same difference,
perhaps, but I do recommend that we not make a pitched battle
about this unless there is some imperative about which I am
unaware.
