MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Alleged Disclosure of Classified Intelligence
to Chile - INFORMATION MEMORANDUM
1. This responds to your letter of 8 August 1986
concerning press references to U.S. monitoring of
Chilean armed forces communications. As you are aware,
the U.S. knowledge of Chilean information relative to the
Rojas incident came from a non-COMINT source.
2. Aside from the Washington Times (Bill Gertz) article
of 6 August, which referred to "electronic eavesdropping,"
the other items all referred to a U.S. ability to "monitor"
Chilean armed forces communications. These seem to be
generic assumptions of capability rather than a factual
statement in terms of the Rojas case.
3. Moreover, according to the press the (non-COMINT)
source has been cut off.

. With our inability to clearly identif

we advise against conducting the
ongoing investigation with a focus towards prosecution
under 18 U.S.C. 798. As this incident continues to be played
out in the press, we will keep close watch and advise if
our judgment should change.
