On 19 February at 1430 in Room S 407, The Capitol, Carl Ford, the National Intelligence Officer for East Asia briefed a number of Senators on the Philippine elections. The briefing had been requested by the joint leadership of the Senate about 1100 on the 19th. Mr. Ford was accompanied by Office of Congressional Affairs. The briefing was at the- Top Secret Codeword level. Mr. Ford summarized the information available to the Intelligence Community about the elections--stressing the government's resort to massive disenfranc?i.sement of voters. He provided the Community's best judgments about possible future courses of events. The session was very informal with much dialog among the Senators as well as between the Senators and Mr. Ford.
