Sanitized Copy Approved for Release 2011/01/06: CIA-RDP90BO139OR000200260023-5 RCPT # ., -' 25 April 1986 OCA 86-1337 MEMORANDUM FOR: Director of Central Intelligence FROM: Dave Gries SUBJECT: Weekly Report Covert Action Notification' Procedures: Negotiations regarding proposed revisions to the SSCI Covert Action Procedures were held with the Chief and Minority Counsel to the SSCI, representatives from this office and Ken deGraffenreid. The negotiation session was very productive and all the controversial items were resolved, with only minor changes. The SSCI staff will now present the agreement to their members. We hope to have a final version ready for your signature soon. The staff informs us that reaching agreement on this issue will improve the atmosphere with respect to negotiations on Reserve release restrictions. Resolution of Inquiry: Congressman Panetta has filed a Resolution of Inquiry in the House regarding the possible diversion of humanitarian assistance funds to provide lethal aid to the Contras. HPSCI staff had previously examined all the relevant DO reporting, but refused to brief Panetta, despite the staff's belief that there is nothing incriminating in the documents. We then took the documents to Panetta to review, but they appeared to confuse him. We will take Alan Fiers to see Panetta next Tuesday to explain the meaning of the documents in greater detail. Panetta, of course, is looking for a political issue. Invitation from Senate Armed Services: Barry Goldwater will be writing to you to seek a briefing on Soviet SDI capabilities for the Committee's Strategic Defense Initiative Advisory Panel. The panel consists of Harold Brown, Zbignew Brzezinski, Bobby Inman, Hans Mark, Mike May, William Perry, James Schlesinger, Brent Scowcroft and Edward Teller.
