Anti-Drug Legislation: Both the House Democratic leadership and the Administration continue to work on their respective versions of comprehensive anti-drug legislation. The House is expected to have a product ready within the next two weeks; the Administration is not. The House effort stems from the direction given by the leadership to all committee chairmen to produce anti-drug legislation within their jurisdictions and submit it for leadership review by mid-August. HPSCI did not submit anything; other responses were mixed. The leadership is now working behind closed doors to assemble an omnibus package to be brought to the floor on September 10 for what is likely to be an up or down vote. The Administration position is being coordinated by the White House Drug Abuse Policy office. It hopes to complete action on its package in time to offer it as an alternative to the House effort but this does not appear likely at present. The Senate is not as far along as the House, although several Democratic Senators have co-sponsored a "drug czar" bill. We will continue to monitor the situation with a view towards protecting traditional Agency concerns in this area: opposition to "drug czar" legislation or other major governmental organizational changes; unnecessary dissemination of intelligence information; significant changes in funding patterns; and/or personnel proposals adversely impacting on Agency personnel. 2. Senate Governmental Affairs Committee and Defectors: Several months ago we heard rumors that the Senate Governmental Affairs Committee would be looking into the subject of defectors. It now appears these rumors are true. With the approval of Roth and Nunn, Chairman and Ranking Minority member, respectively, of Governmental Affairs' Permanent Subcommittee on Investigations (PSI), SSCI and PSI have reached a jurisdictional agreement whereby PSI would look into the subject of defectors. Instead, it is "billed" as a broader look at the non-intelligence, ideological defector from the Bloc: how is he treated by the USG and is the USG taking complete, overt advantage of his defection. PSI staff state that they plan hearings on the subject perhaps as early as next month, and that the Agency may be invited to testify. The Jamestown Foundation is cooperating with the PSI, although at this stage it's not clear which is setting the agenda.
