SUBJECT: Proposed Change in U.S. Visa Policy (C)
This is in response to State's memorandum of February 18,
proposing that the Department issue a statement in support of the
American Bar Association's February 10, 1986 Resolution
concerning United States Visa Policy. (C)
We understand that while both the Department of Justice and CIA
support in principle the essence of the ABA Resolution, they have
some concern about the precise wording of the Resolution and the
State Department's proposed statement. We therefore suggest that
State convene representatives of the concerned agencies to work
out language that would be acceptable to all, and resubmit the
statement. (C)
