All but Israel are on the criteria country list and the passage of this information to these countries has the potential of damaging our national security. (S) Accordingly, it is requested that a comprehensive integrated interagency damage assessment be conducted on the fifteen espionage cases set forth below. This study should focus on: what information was compromised; the value of this information to the specific countries who received it; the impact this loss has had on our foreign policy, defense posture and/or intelligence collection operations or capabilities. The study should be conducted on the following cases: David Henry Barnett William Holden Bell James Harper Ernest L. Forbrich Richard Craig Smith Richard W. Miller Karl F.
