SUBJECT: Comprehensive Damage Assessment of
Espionage in the 1980's (U)
Since 1980 fifteen individuals have been arrested and/or
convicted for successfully passing US classified information to a
foreign government. All but Israel are on the criteria country
list and the passage of this information to these countries has
the potential of damaging our national security. (S)
Accordingly, it is requested that a comprehensive integrated
interagency damage assessment be conducted on the fifteen
espionage cases set forth below. This study should focus on:
what information was compromised; the value of this information
to the specific countries who received it; the impact this loss
has had on our foreign policy, defense posture and/or
intelligence collection operations or capabilities. The study
should be conducted on the following cases:
