DoD Reorganization Bill
DIA has recently expressed great concern over the Senate
version of the DoD Reorganization Bill, which mandates a reduction
in DoD personnel, including DIA, of 15 percent for personnel
assigned to management headquarters activities and 10 percent
reduction for those assigned to the field. DIA believes that such
reductions would have a severe impact on the mission and function
of DIA. The Senate bill exempts NSA from this provision and DIA
would like a similar exemption.
In a 16 June memo to the DDCI that was hand carried to this
Office, the Deputy Director of DIA, Rear Admiral Schmitt,
expressed his appreciation for the DDCI's offer of CIA assistance
in dealing with the problems posed by the Senate DoD
Reorganization Bill. (See letter at Tab A.) Admiral Schmitt also
provided a draft letter for your signature to Congressman Aspin
requesting that he oppose any amendment that would cut DIA
personnel by an arbitrary percentage during markup of the DoD
Reorganization Bill by the House Armed Services Committee. This
draft letter was immediately provided to OMB for Administration
coordination and clearance, which we have now obtained.
Attached at Tab B is a copy of the letter to Chairman Aspin
that DIA has drafted. I recommend that you sign this letter to
help forestall any effort to cut DIA personnel during markup of
the bill, which will begin next Tuesday. Copies of this letter
will then be made available to Representatives McCurdy, Stump and
Daniel, who sit on HPSCI and the Armed Services Committee, and
Bill Nichols, who will manage the bill on the House floor.

MEMORANDUM FOR THE DEPUTY DIRECTOR, CENTRAL INTELLIGENCE AGENCY
SUBJECT: DoD Reorganization Bill
1. I was very pleased to receive your offer of CIA assistance in relation to
the problems confronting DIA as a result of the Senate DoD reorganization bill.
As you know, the personnel reductions imposed on defense agencies by that bill
would have a severe impact on the mission and functions of DIA.
2. In accordance with our discussion of the bill, I am forwarding herewith a
draft of a letter containing points that the Director of Central Intelligence
may want to make to the Chairman of the House Armed Services Committee. The
bill will be before the Chairman during full committee markup expected to occur
before the July 4th Congressional break. General-Perroots plans to send a
letter to the Chairman that will complement and reinforce the DCI letter.
