C. 20505 This is to reflect our recent conversation concerning Dave Gries' request that the Committee reconsider its policy of not providing transcripts of its executive session hearings and briefings to the Agency for internal use and reference. As I mentioned to you and had explained to Dave Gries in a previous conversation, the Chairman has reaffirmed the Committee's policy of retaining control of its executive session transcripts. This means that any use by the Agency of material contained in a transcript provided to the Agency must be approved by the Committee in advance. As I said to you and to Dave Gries, the Committee would consider a proposal from the Agency for longer term storage of copies of its transcripts for Agency reference purposes. However, the Committee does not wish the Agency to place its executive session proceedings in the Agency's computer data base. My understanding of the Chairman's reaffirmation of the Committee's policy is that it was based on an understanding of the application of the Freedom of Information Act in this Circuit that is fully compatible with that held by the Agency's attorneys.
