Dear Mr. Chairman:
Thank you for your letter of 23 September concerning the
Administration's decision to ask the USSR to recall 25 Soviet
citizens who are employees of the United Nations Secretariat.
Your letter asked how these Soviets were selected and what
Soviet reaction is expected.
I have asked the FBI to answer the first question because
it identi 25 Soviets and is best able to address your
question. 7:"7
Regarding the likely Soviet reaction, I estimate that
the Soviets could respond by requesting the recall of
Americans assigned to the Embassy in Moscow or the Consulate
in Leningrad. If the Soviets proceeded in this fashion, they
would undoubtedly seek th 1 of Americans they believe to
be intelligence officers
