SUBJECT: OTA Study~~ ~ ~
This note is FYI.
Yesterday, I received a call from Bernie Toon of
HPSCI. His message was that OTA is doing a
study on verifying nuclear test bans, and OTA is
going to be asking me for the name of someone to
be a member of the study's oversight panel.
This individual supposedly should be an ex-CIA
person with background in the nuclear area.
I have not had time to call Bernie back and pass
on my views. But my views are that this Agency
should have no involvement whatsoever with OTA's
efforts to identify and solicit people to be on
this oversight panel. I could care less what
OTA does. I want CIA to be, and to be seen to
be, neutral and uninterested.
I have instructed ACIS and CIA's Senior Nuclear
Testing Expert of my views.
