MEMORANDUM FOR THE RECORD
SUBJECT: DCI Response to SSCI re Liaison Relationships with
Foreign Intelligence Services.
REFERENCE: SSCI 22 Nov 85 ltr to DCI re same subject.
1. In a discussion of subject this date among D/OLL
(Briggs), DD/OLL C/OLL/LD~ and myself,
DD/OLL informed me that a response to the referenced letter
had been drafted and forwarded to the DCI for his
consideration. To date, the response had not been signed.
By way of possible explanation for the inaction, DD/OLL
stated that he and D/OLL had learned from the DDCI that the
DCI had called Chairman Durenberger the weekend after receipt
of referenced letter and said, "No!"
2. I informed the group that SSCI Staff Director Bernie
McMahon had not mentioned or even given any indication during
our discussions of this matter that he was
awaie or any such Casey-Durenberger discussion. Quite to the
contrary, McMahon told me, in effect, that "...since you
haven't replied we are incorporating Hearings on 'Foreign
Intelligence Relationships' in our second session calendar."
3. Evidence on hand as of this date indicates that the
SSCI is proceeding full steam ahead with its "...long term
exploration..." of this issue.
