SUBJECT: Helms Amendment
Dave Holliday (Boren's SSCI designee) called to say that
Boren may talk to Helms about the Helms Amendment. Boren and
Durenberger apparently conferred and decided that Boren can best
represent the Committee in trying to work something out with
Helms. The SSCI does not know that we have seen the draft of
the Helms Amendment and does not know that you have been talking
with Sullivan. We will try to keep it that way.
In responding to Holliday, I said it would be helpful to us
if Helms realized that the SSCI, not the CIA, had requested an
investigation of the Chile leak. Beyond that, we should not
involve ourselves in negotiations between the Committee and
Helms.
