On 23 September 1986 Mr. Charles Allen National Intelligence Officer for Counterterrorism, and IO/CT assistant, briefed the following SSCI staffers on recent terrorism incidents: Messrs. Bernard McMahon, Eric Newsom, Daniel Finn, David Holliday, James Dykstra, Larry Kettlewell, James Currie, George Tenet, Bruce Berkowitz, John Elliff, John Wickham, Charles Battaglia, Marvin Ott, Ms. Natalie Bocock and Mrs. Anne Greene. Also attending the briefing in 219 Hart at 1530 was OCA/Senate Affairs. 2. Mr. Allen gave a rundown on Abu Nidal and his organization and discussed its affiliations with the recent hijacking of PANAM Flight 73 in Karachi, Pakistan, and the synagogue attack in Istanbul, Turkey. He commented that there is no strong evidence that Libya was involved, but he believes that Libya provided some logistical support. It is known that Abu Nidal does contract work for Libya and Syria and Libya has provided weapons, etc., to Abu Nidal. Mr. Allen stressed that evidence of Libyan support is not conclusive but he believes that Abu Nidal utilized Libya for some support. 5. Mr. McMahon asked for information on the terrorism alert to Americans residing in Cairo, Egypt. Mr. Allen discussed the terrorist situation in Cairo. Mr. McMahon asked for a current assessment of the Libyan attitude based on on the long-term effects of the bombing. Mr. Allen replied that Qadhafi was deeply shocked by the bomb- ing; however, he has rebounded and may begin operations again soon. . Messrs. Holliday and Allen discussed a recent storv about whether the terrorist Carlos is dead or alive. (briefed on the terrorist situation in commentin on the Lebanese Armed Revolutionary Front and Mr. Finn asked whether it is true that the U.S. does not have an extradition request for Mr. Allen confirmed that we do not but noted that we have -Provided a lot of information 10. There was discussion on the identification of the country to which the DCI referred recently when he said that it had stopped providing us information on terrorists because of leaks. Mr. Allen responded that he knew of no specific country with whom we had friendly relations and liaison that does not provide us information. He commented on his recent visit service noted their trust of the individuals, but not the ability of the U.S. Government to keep information secret.
