SUBJECT: Draft roJ Views Letter on P.R. 1524 and
S. 1815: Conveying Agency Views to O14B
1. Unable to reach Brandon Blum, Legislative Assistant,
Office of Management and Budget in his office on Friday, 31
January, I called him on 3 February and conveyed to him that
the Agency had no objections, and indeed had strong support for
the Department of Justice views letter on S. 1815 anc? F.R.
1524, bills to ban the private use of the polygraph.
2. ?'r. Blum expected that the Justice letter would he sent
out soon. He further understood that no action was planned on
either bill until early March.
3. As we had expected, he told me that C"".P will take no
action to clear the views letter of the Director of Central
Intelligence on S. 1815 until such time as the effect of the
Justice letter was gauged.
3. ?-4'e will monitor the effect of the Justice letter and
keep you advised.
