TUESDAY MARCH 11 if your agency has any major substantive
problems with this legislation--your comments will be used
in our preparation of a Statement of Administration Policy
for the Rules committee.

agency on the above subject before advising on its relationship
to the program of the President, in accordance with OMB Circular
