Dear Mr. Frey:
The Chairman of the Senate Governmental Affairs Committee,
Senator William Roth, by letter of 7 March 1986, sought our
views on a bill to reduce the use of limousines by
government officials, S. 1842. The bill was introduced by
Senator Proxmire on 7 November 1985. Enclosed herewith is a
draft reply letter to Chairman Roth's request. We have a
number of serious concerns about the bill as explained in the
enclosed reply letter.
We ask for approval of this letter as soon as possible.
