D.C. 20520 We share the belief expressly in Senate Resolution 297. It is imperative that the civilized nations of the world try to reach agreements on dealing with international terrorism. The difficulty has been the unwillingness to date of many countries to take meaningful action. We have been engaged in intensive efforts to strengthen international cooperation to combat terrorism on all levels, and will continue these efforts. We welcome specific proposals from the Congress along these lines. At such time as there is sufficient support for an international congress we would be in favor of trying to help convene one. We therefore have no objection to the resolution. The Office of Management and Budget advises that from the standpoint of the Administration's program there is no objection to the submission of this report. Sincerely, James W.
